Congress MLA Tara Prasad Bahinipati Moves Privilege Motion Against OTV

Bhubaneswar: Congress MLA Tara Prasad Bahinipati has moved a privilege motion against OTV for criticizing the conduct of the Honourable Speaker and the dignity of the Odisha Assembly through a programme of the channel on 19 November.

Bahinipati, through a letter, requested Secretary of the Odisha Legislative Assembly to take action again OTV channel.

Bahinipati wrote, “I hereby give notice of my intention Under Rule-140 of Rules of Procedure and Conduct of Business to Raise a Question of Breach of Privilege against OTV Pvt Ltd Bhubaneswar through its authorised persons for having committed breach of privilege of the House by undermining the dignity of the House during his television programme at 9.00 P.M. besides other programmes Dated 19.11.2018.”

Bahinipati said in the letter, During the same programme the TV Channel in different ways has criticized the conduct of Hon’ble Speaker and the dignity of the House by using the caption “Who Runs The House?”

He further mentioned, It is well known Hon’ble Speaker enjoys privilege in all matter under rules of procedure. The Hon’ble Speaker is entitled to consult the leader of the House or the Minister, Parliamentary Affairs and Secretary of Odisha Legislative Assembly.

The Entire Television Programme as telecast on the shows that the hon’ble speaker has only consulted the person mentioned above and therefore nothing wrong happened inside the House.

Having gone through the TV Programme, it is assumed that the people of Odisha have been misled and total wrong message has been sent to the public about the functioning and running of the House.

Bahinipati requested the secretary of the House. “I, therefore request you to take appropriate action against the aforesaid company having committed breach of privilege of the House.
